Title

Targets for Pavement and Bridge Condition, and System Performance (10 minutes)

David Miller, LPA Staff

Narrative

Per federal statute, MPOs must adopt targets for pavement and bridge condition, and system performance measures. MPOs may either agree to support the targets developed by the state (NCDOT), or they may develop and adopt their own. MPO staff recommends adopting the NCDOT targets because the targets are challenging, and using the NCDOT targets allows the MPO to use the NCDOT methodology and data. These targets will also be incorporated into the 2050 Metropolitan Transportation Plan (MTP). The MPO must adopt the performance measures by the end of June 2023.  The Technical Committee recommended that the MPO Board support the state's targets at its April 26, 2023 meeting.

The attached resolution includes NCDOT's safety performance measure targets, and the attached DCHC MPO presentation provides additional background and information.  NCDOT's performance measure presentation, and web links to NCDOT's interactive pavement condition map and bridge information, are also included as information.
