FY2023 Final Unified Planning Work Program (15 minutes)

Narrative
The DCHC MPO is required by federal regulations to prepare an annual Unified Planning Work Program (UPWP) that details and guides the urban area transportation planning activities. Funding for the UPWP is provided by the Federal Highway Administration and the Federal Transit Administration. The UPWP must identify MPO planning tasks to be performed with the use of federal transportation funds.
Several changes have been made to the document between the draft presentation and its current, final form. The changes are outlined in the attached memo. Substantial changes include:
- Addition of three new positions; MPO Transportation Planner, MPO Transit Planner, and 1/2 Bike-Ped Planner. These additions are contingent on the City of Durham's budget process
- Addition of FHWA Planning Emphasis Areas and relationship to corresponding UPWP task codes
- Re-formatting of LPA deliverables for FY23 to more succinctly address work being done by the MPO in the next fiscal year
The Draft UPWP was reviewed by the Board and released for public comment at their January 2022 meeting. A public hearing was held at the February 9, 2022 Board meeting. The MPO Board is recommended to approve the plan at their March 9, 2022 meeting.

TC Action: Recommended that the MPO Board approve the FY2023 UPWP.
Board Action: Approve the final FY2023 UPWP, including approval of the self-certification process and local match.
