Narrative
Every four years, the Federal Highway Administration and the Federal Transit Administration are required to review in full the planning processes of any metropolitan area that contains a population over 200,000. This is otherwise known as a Transportation Management Area, or TMA. This certification review is for the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO or also DCHC, for short) and evaluates whether DCHC MPO is in compliance with federal regulations. The 2011 certification review included a corrective action to "update the Public Involvement Policy and include a robust EJ section."  In 2012, the DCHC MPO updated the Public Involvement Policy to include an EJ section and in anticipation of the 2015 certification review, the MPO has prepared a full Environmental Justice Report for the DCHC MPO area.
 
On January 30, 2015, FHWA reviewed and approved the draft Environmental Justice Report, stating that the Report met the requirements set forth in the DCHC MPO's 2011 TMA Certification Review. On February 11, 2015 the MPO Board reviewed the draft Environmental Justice Report and released the Report for public review and comments. To-date, no additional public comments have been received.
 
Recommendation
TC Action:  Recommended that the DCHC MPO Board hold a public hearing and adopt the 2014 Environmental Justice Report.
